Hospital-based HTAs are based on mini-HTA proposals conducted within the wellbeing services counties. These decisions have been provided in English from 2023 onwards (the topic only, the publication in pdf format can be requested by e-mail). Most mini-HTA decisions in Finland deal with medicines, a smaller proportion with devices or methods.

- Fimea’s assessment reports
Fimea produces and compiles assessments of the therapeutic and economic value of medicines. The goal of these assessments is to compare different drug treatments intended for the same disease. - Nursing recommendations
The national recommendations developed by the Nursing Research Foundation (Hotus) aim to ensure humane, timely, and effective patient care.
- Current Care Guidelines
The Finnish Medical Society Duodecim and specialist physician associations develop independent national guidelines to support clinical decision-making.
- PALKO’s recommendations and statements
The Council for Choices in Health Care in Finland (PALKO) provides recommendations on which procedures, examinations, treatment, and rehabilitation methods are included or excluded from publicly funded healthcare services in Finland.
- Cochrane Library
The database contains reviews produced by the international Cochrane research network (Cochrane Collaboration). Summaries are freely accessible, but a license is required to access the full reviews (e.g., through medical libraries or Terveysportti). - International HTA Database
The database contains basic information on assessment reports and ongoing HTA projects from over 120 HTA organizations. The publication language varies, but information on at least the latest reviews and projects is also available in English. - Mini-metodevurdering
In Norway, mini-HTA is used to support local decision-making in hospitals and municipalities when introducing or phasing out healthcare interventions. The process is carried out at the local level.
The aim is to ensure transparent, evidence-based decision-making and strengthen patient safety. Assessments follow a standardized digital format, and all reports are published in a national database to support transparency and reuse across hospitals and municipalities.
